Most frost develops as the sun comes up and pushes cold air back to the surface of the earth. Moisture in the air settles on the leaf blades of the turf and freezes. Water inside the plant can also freeze which can be the most lethal when impacted by foot or cart traffic. Upon impact, frozen water molecules in the plant can shatter and kill or damage the plant.
Frost in the fall is the most susceptible to damage because the plant is still growing or it is trying to harden off for the winter. If damage occurs, the plant can not recover until the spring when growth resumes.
It is extremely important that golfers, walkers, neighbors and even staff take all precautions to stay off the grass when frost is present.
